I called RBC once about orders being filled way below the order which is next in the line according to level 2. My question was, shouldn't the bid at the top of the line get filled first. They replied NOT ALWAYS. They said that the house will trade among itself first. Example if I wanted 50k CLL RBC, buyers using RBC will have their orders filled first regardless of where they are in the que.
