Anyone with half a brain knows that when one is building an estimated 2 billion dollars worth of infrastructure, from scratch, within a short time period, you're gonna take on debt. A person would have also be brain dead to assume dilution wouldn't also be part of the equation. The only thing is that because of the crisis, they had to dilute much sooner and at a much lower price than anticipated.
