There's a few things that must be taken into consideration.

1- Production was scaled back to 5000 a day..It's hard to estimate how much of an effect that had.

2- It takes time to iron out teething problems on new facilities, especially when newer technologies are employed..For example take Naval Vassals, sometimes it takes an extremely long period of time between when the ship is commissioned and when it goes on active duty, it all depends on how many problems are encountered during the trials..New doesn't mean problem free.
