Violation of "legal behavior", can result in legal action which could place one in court on either a "civil" or "criminal" charge. Ethical violation though not necesarily actionable in a civil or criminal court of law, is behavior which would be generally considered by common consent and agreement, actions designed with forethought, to victimize others so as to benefit oneself in an unfair fashion.
