I don't think so , trading volume doesn't suggest it.

Following level 2 it appears that the shares are being bulk distributed buy house 026 Commission Direct Inc. which is a clearing house that has RBC as 50% owner. The bulk orders are bought from them then sold off to in smaller lots to various buyers.. It could take some time.
