Generally agree with you regarding panic with a couple of provisos.

One cannot react in panic out of initial emotion. One must contain and control the initial panic and then focus ones attention on various potential solutions to achieve the desired result. Process usualy requires go home, relax, have a good dinner, get a good nights sleep, formulate your initial plan of action, bounce it off trusted associates, wife etc., take another day for consideration and once your decision and strategy is confirmed to your satisfaction, then, and only then, implementation of your game plan.

Reaction out of initial panic is the worst thing one can possibly do!
