News releases and financials aren't designed to be interpreted by common folks. They're written by lawyers for lawyers and the main objective isn't clarity but crossing the t's and dotting the I's for the regulators.

IMHO details on price and QTY weren't given as it was a notification of an application for an offering and not an actual offering..Regulations probably required they issue a statement of intent.
