What I don't understand are the reports of so much oil being held in storage that there's little room left for the excess capacity, yet our gasoline prices just spiked 10% overnight. One day I read that OPEC will have to cut back yet again due to oversupply, the next day gas prices spike.

It seems share prices are increasing on speculation of a rebound in the economy coming this Q3.
