Any "partnership" has a basis in reality only as long as all parties to the agreement have "benefit" achieved under their mutual agreement. When one of the parties breaks the trust factor engendered in the agreements, then as far as I am concerned the agreement has no validity in fact and both parties should likely go their own ways in pursuit of their own interests. Put very simply, if the US does not wish to use production from Oil Sands, then Canadian producers need to be able to sell into any market they desire under terms they find acceptable. To do less ignores all legal and moral concepts. In other words-----The US needs to put up, or shut up! There is either an agreement serving the interests of both parties or, there is not. If there is not, then move on and get to making money.
We are in basic agreement. I am just more adamant due to experiences in my business life where customers violated supply/purchase agreements. I despise business "weasels"!
