the Canadian govenment still has a stake in PCA. A few weeks ago when some pension fund increased its stake in PCA there was talk that a complete takeover of PCA is not likely due to the government stake.

On the other hand maybe the governemnt would like to cash out to have some cash to pay for the proposed canadian stimulous package.....
