I would argue the opposite about Mulroney..This was done at a time when Reagan was rebuilding America after that disaster named Carter.The U.S had a rapidly increasing thirst for oil. The Democrats controlled both the House and Senate and were blocking all new American oil development. Now this also was around the time oil sand development started taking off. I would therefore argue that the 80% was the catalyst for oil sand development. I mean what better reason to expand when you've got a guaranteed customer with a big appetite?
