A "red neck" is an unsophisticated, uneducated person of low class, little or no sophisication, extremely poor language capabilites, generally poorly dressed and frequently suffering from severe dental problems and body odor. You have them in Europe also. I have seen them and smelled them right en Belgique. Just kidding.
