Here are some price targets from Scotia Capital annalist Mark Polak(quoted in the article you posted):

CLL * sector performer *target $2.75

UTS * sector outperform* target $3

I could not find any additional info about what is his target based on. Is it NAVPS ,cash flow or some other imaginary parameters. Looks like the target prices are going down on the hurry.
