the expansion could be reality around the same time that Algar starts to produce with no or minor dilution.

that could be a good possibility .They promised to have no dilution anymore so they must be sure when they decide to go ahead they could generate enough cash.
Maybe that's one of the reasons if we look to this graph from their website the available cash keeps dropping to around 2010 and it reversed.
