Only the capital equipment for the period of time between ordering and installation is an advanced capital cost. Site preparation is likely done by in-house labor, as are many pre construction operational details. Actual expenditure for construction labor etc. are incurred only after approval is received. Obviously, I don't know the costs breakdown but, only a portion of the total cost is an advanced expenenditure. To me, the savings generated by earlier return of capital is likely well worth it. In any event, Gusella is in an infinitely better positon to make such decisons than either of us.
