The Alberta government at this point seems to be trying to restrict growth for both inflationary and environmental reasons. They've bowed down to the pressure from various special interest groups. Of course they've taken a good sh%t kicking with all the business investment goint to other provinces for their efforts.Alberta appears to be making some adjustments to try and slow the exodus, but I don't see them allowing an up grader in the near future..

IF an up grader is to be built I'm guessing Saskatchewan would be a more likely location.
