Cash is what makes the SP go up. You have to do some forward projections. You don't make money on a NR, you make it by doing DD and making a decision before NR's. The SP is (IMO) down because of factors out of CLL control. The way I see it is CLL is not going to be a better company because of a $2.50 or $3.50 or $5.50 or $10.50 SP for that matter. They have everything lined up to produce more oil and cash. They need POD 2 approval to get closer to POD 2 production, each day of non approval just costs the company more "comfort money".
