My perception is the companies will try to keep things quiet and get as many projects going as they can before the new regulations are in place. It's my understanding the regulations won't be grandfathered in, and that instead the rules will only apply to new projects.

That's another thing Rink ... good post by the way ... why aren't people at least stepping forward to clarify what the changes really mean? Maybe their lawyers are busy processing the data.
