As you touched on, it appears PDP is proactively trying to ensure compliance to internal policies and avoid legal liability issues. In my mind, just the fact that they freely proferred information about a few markings on a tree shows they're acting more than responsibly in these matters. Couldn't they have easily pretended not to see a few markings on a tree? Sounds like they're going above and beyond to me.
