I've been researching possible new flooring sources also, and the most reasonable one i've come up with to this point is PolyOne.

They are a competitor to Georgia Gulf, they have plants all over the globe including China (3) and Canada (Vinyl Compound Facility - Mississauga & PolyOne Distribution - Mississauga). Also announced in the 1st Quarter earnings results:
Globalization - PolyOne's new specialty color plant in Kutno, Poland,
is on schedule to open this summer. Additionally, in the second
quarter, the Company will complete the acquisition of the vinyl assets
and operations of Ngai Hing PlastChem Company, enabling PolyOne's
accelerated entry into the South China vinyl compounding market.
