My understanding is that they do not have the cash yet to pay the shareholders, as financing will not come before the 22nd (unless there is an announemnt by Tomorrow). The shares (or cash) is due on Oct 22nd. Read the 10 Q. The lowest closing price in past 13 days is 0.03. So in the next two days, they will try to get it lower like 0.02 or less. Hence the drop today to 0.248 so far, and not surprised if they short sell to get it lower. They can always re-buy at 40 % discount to the short sale..
