Although it goes both ways, it is much more frequently done to move the price up. This morning is a good example. A relatively small number of shares are bought at the market so the trade is done at the ask price to make it look like the stock is strong. Even though there is no lasting impact, watch how often this is done in early morning trades shortly after the opening and late afternoon trades just before the close.
