"will be controlled at the division level and not the corporate level" means that decisions regarding the gaming business will be made at the gaming subsidiary level (Goldland Gaming), not by Goldland Holdings.

There are a couple ways to read this. Why create a subsidiary when, at least for now, that is the only business? (SFMI hopefully will be resurrected as another.) PQ was constantly creating new entities, presumably to hide goings on. Assuming that is not the reason here, then the other way to read it is that they will be adding other types of businesses, and they will be creating subsidiaries for each type in order to deal with each type separately. In order to do that, it's easiest to create that structure now rather than wait and split things off later.

As in the previous PR, they are saying all the right things, but we still need more than just general plans and reorganization. Let's see if they follow through and create a genuine revenue generating business rather than just a structure.
