In my experience I’ve seen this happen when one broker basically transfers over  a huge amount of shares like a cross trade to not complete sink the share price.

if he actually sold 1.75 million shares in the open market we would be at 20 cents right now so it looks to me like a cross trade...

only time I've heard of this happening is before a financing
