It’s really hard to know for sure and that’s the problem 

but if you look at level2 you can see that if he had actually sold them on the market we could be at 20 cents instantly 

levell 2 is very thin

lots of games being played

the stock will rise a cent for every thousand shares  purchased last time I looked all the way back to 69 cents

it looked lovely or a trade to me, where the trader was intent on not collapsing the share price for one reason or another
