Actually it is not a one a month limit. What happened in the last go around was an FAA official was redeployed on another task and his replecement had to get up to speed with the whole file, and there is much to get up to speed about. Like, "why is it the crew passes every time but the equipment that is not the responsibility of Baltia keeps failing?" and things like that. I have not heard of a once a month limit. Keep in mind BLTA needs to have 2 sets of slides available. 1). The test set that will be deployed in the muni ewok (couldn't help that) and then 2). A replacement set to be installed for the proving runs directly folowing the evac. Since each test 1.8 slides fail we have to go back and fill out lengthy reports to regional office (Chicago) and then national (DC). This takes a week in itself. Then there is the equipment inspection, the repacking of a set of slides and on and on. I hope this helps.
