MiniEvac cancelled by FAA because of unforeseen technical issues.
Firestreems (post#31438) description of the situation around and inside the plane is truthful.
After the slides arrived, maintenance was working hard to install them.
Later Crew-members came on board and started preparing for the exercise. During the process of preparing the plane for MiniEvac several technical problems were discovered. The most serious is problem with fuel distribution. Thats why Firestreem observed activity around the wing.
Upon discovery of this situation FAA canceled the exercise and ordered Baltia to bring the bird to satisfactory technical condition.
Don't forget this plane is over 40 years old and since Baltia took possession of it, it was basically sitting on tarmac (except of few flights recently). Baltia bought it from Kalita where it was used for about 10 years for cargo and not for passenger operation. Kalita got it from some african country when it came out of lease.
Planes deteriorate faster when they don't operate. And take in consideration the sub freezing conditions in Ypsilanti. Look at other airlines. Their planes are in constant movement and that is what keeps them running.
