It means, bon voyage, fare thee well, or good riddance, depending on the context. Correa used it in a speech about the oil companies back when they were all upset about losing their concessions. They could either deal on his terms, or que les vayan bonitos.
It's the kind of clever remark that wins applause from the masses, but that can turn around and bite you hard somewhere down the road. Correa made a lot of these kind of remarks. He's going to own them one day is my guess.
