In my opinion your thinking is heading in the right direction.

Now you just have to ask yourself, what entities can possibly profit from this course of action. It is always about the money.

Whenever trying to formulate a theory, the best course of action is to eliminate all that is not correct and probable, this will leave you only with that which is posssible.
