i had no trouble placing limit orders at even higher prices through charles schwab. i asked a friend to do this, and he had a problem with fidelity, as their automated system wouldn't let him enter an order above $15, so now he's going to talk to a live person there.
15% seems very restrictive, so you may want to give them another call, and maybe the next rep you talk to will give you better service.
