What are people's opinions as to what trigger will start the bidding?

My opinion is we should see the new mining law draft from Correa this week...

The Constitutional draft should be completed this week, and handed over to Correa

The Congresillo should be appointed this week

The Assembly should be disolved this week

If the Congresillo starts meeting immediately, one of their first jobs should be to pass the mining law

Once the mining law is passed we should have a back to work notice

Once the mining law is passed the flow of news starts from Aurelian

Once the mining law is passed I believe bids will start.

This could be within a few weeks IMO
