You seem to be pretty up to date. Correa and his team are reviewing it in detail and we aren’t sure when it will be made public. It is important to the government of Ecuador (and to the companies operating there) that the draft have the approval of Correa so the delay is understandable (although less than ideal because it does add to the uncertainty). On the other hand, it is better than releasing a draft, which is then changed substantially by Correa. That would not help anyone.
The one thing that stands out about everything to do with Ecuador, is how at every turn in the road, you feel the guiding hand of Rafael Correa on your shoulder.
Reminds me of Spain in the 70's towards the end of Franco's rule. Everywhere you went it was Franco this, and Franco that. The Great Man. I recall asking the guy at the post office if he had any stamps without Franco on them, and I remember clearly what he said: "Aqui, tenemos a Franco hasta la sopa." Here, we have Franco even in the soup.
I'm not going to say "who died and made Correa King of Ecuador?" Enough people have said that already. I'm not even going to question his political qualifications or grasp of economics. I'm just going to point out that whenever a nation depends too heavily on a single individual; whenever the cult of personality takes precedence over the division of powers and the rule of law, the result is almost always bad.
