You seem to be pretty up to date. Correa and his team are reviewing it in detail and we aren’t sure when it will be made public. It is important to the government of Ecuador (and to the companies operating there) that the draft have the approval of Correa so the delay is understandable (although less than ideal because it does add to the uncertainty). On the other hand, it is better than releasing a draft, which is then changed substantially by Correa. That would not help anyone.
