The project of mining law already was presented/displayed to president Rafael Correa on the part of minister of Mines and Petróleos, Chiriboga Gaul. Before this, the president of the chamber of Mining, Caesar Espinoza, protested that he does not know east project because is handled it like “a state secret” and that “there has been no opportunity to watch the project” affirmed. Although it clarified that if there were approaches and meetings between the Regime and the mining and environmentalist sector to deal with this project law where the ideas took shelter of these groups, “but until there; the writing I do not know article 1” stressed Caesar Espinoza. Chiriboga noticed that this new law it will end to the disorder and the insecurity in the field of the mining, on which Espinoza remembered that the mining activity in the country begins with force from 1991, when Law 126 is sent, “I I did not see the chaos, I did not see the disorder” although yes some disadvantages like concessions exist that have happened through a speculative process and not of development, “but they are subjects that could be corrected with a reform to one or two articles of the law” consequently sees unnecessary that a new law has been written up because, to its criterion “never to existed the chaos in mining activity” emphasized the holder of the mining chamber.
