I am reading "later in June" as an indication that June 11th may slip a bit as seems to be the case with a few of the items that we've been waiting on although I am keeping my figers crossed that we will not see further delays wrt the draft mining law moving forward.

I've never really been too clear on how the draft mining law will get passed in to law. My understanding is that under "normal" circumstances (if there is such a thing in Ecuador) it would be reviewed and approved through the constituent assembly but they seem to be a wee bit busy with getting the draft constitution completed before the end of July. Marla's comments suggest that the law may not get passed until after the constituent assembly is disolved at the end of July and that it may get passed through the Congresillo which being "a smaller temporary legislative body that it appears will be appointed by the President’s office" may be more favourable from the perspective of getting the law passed on a timely basis once we get to that point (?) although I'm not sure how well approval through a presidentially appointed Congresillo stands up as compared to approval through a representative body such as the constituent assembly.
