Why the work stoppage?

No one came right out and said it (as far as I know) but if you stop all work for six months, you give streams and rivers a chance to recover. That gives you an opportunity to take samples and set baselines for measuring contamination. I wonder if that was part of the reason? Seems like it might be, given that there's a lot of environmental protection built into this new law.
