I'm going to have to paraphrase here because I just don't have time. This says all mines and deposits are the property of the state, whatever their form, origin or physical state, including the ocean floor and waters. The only change from the old article is reference to minerals occuring on the surface, so I guess that means they own the soil as well. A lawyer would see it that way, but I doubt a farmer would agree.
