This is just another facet of "getting" Latin America;

I don't know that there's anything special to "get" about Latin America that isn't true everywhere else. People are people wherever you go. They seek their own advantage, then justify it with high sounding principles. This isn't particular to Latin America - it happens anywhere that you don't have strong institutional mechanisms to prevent it, which is to say, almost everywhere.
