In a meeting with journalists, Zurita blamed the falling production on internal problems in Petroecuador and cumbersome administrative procedures.

He said the fall in production was caused by failure to put new wells into production as planned.

Funny he didn't mention the attacks on the power lines. There were at least two that I'm aware of. Both knocked backed production - can't remember by how much, but it was fairly large number.
