Correa may go for re-election without resigning
The officially defined as the President in office will last four years and be eligible for reappointment. In so doing, Rafael Correa may be 10 years at Carondelet.
Rafael Correa do not need to relinquish the post to run for the presidency in the general elections to be held in late 2008 or early 2009.
The Assembly yesterday handled in the first debate, the articles on the executive, where it is undisputed that the President and Vice President of the Republic will last four years in office and may be re-elected, immediately once.
But most official clarified that the rule will apply to future. In other words, after the validity of the new Constitution.
Therefore, under no circumstances shall have retroactive effect. In other words, does not apply to the current dignities that were elected in 2006 (President and Vice-mayors and prefects ...) to which the Assembly, for sure, declared finished their periods this year.
Hence, if Correa is postulated as well put it, like the other dignities popularly elected, must not leave his post to participate as candidates in future elections.
The chairman of the Assembly, Alberto Acosta, yesterday told the Journal that no cree that the Head of State should resign to re-apply, but would continue to hold office. He gave the example cases, other countries, such as in Colombia, where President Alvaro Uribe not to candidatizarse resigned the post to his re-election in 2006, after the Constitutional Court approved a constitutional amendment.
Minutes before, in a press conference, Acosta had warned that he will not be interim president of the Republic where Correa is postulated. This, in reference to an article submitted by the Bureau of 3 Structure of State, which says: "For the purpose of immediate re-election, the chairman and vice-chairman in office notified the request for leave to the National Assembly (Congress ), Until 10 days after the qualification of their nominations by the time it has been planned for the campaign until the day of an official proclamation of the final results of the election process by the Electoral Council. "
According explained Assemblyman Gustavo Darquea, owner of Table 3, this rule applies for the future. In fact, Acosta, showing his good sense of humor, paraphrased a song rockolera: "Let me live my life, I'm not bad with anyone. " "I will not be President of the Republic, because after exercising the current position (President of the Assembly) I go to my house," he said.
Darquea also admitted that the bureau is considering 3 that the presiding officer (Correa) may apply. He explained that we should establish a transitional, in the sense that "the authorities who exercise positions do not need to resign to run for a new election, so that after a period can be reelected immediately, for once."
Darquea explained that if they allow the President is candidatice to start a new mandate, are also eligible other dignities.
