The so-called miner mandate issued by the Assembly has lifted about four thousand concessions, many of them assigned to the repugnant and ominous smell of corruption. The mandate, especially Article 24, has left no possibility of appeal to dealers, violating universal norms of law, when what was needed was to specify the cases, leaving the possibility of an appeal to the Ministry of Mines and researching and identifying the irregularities and the perpetrators of these irregularities to receive the penalty.
