you're correct, they are leasing the mining rights to a concession (annual fee)

the rate was very low, around $1.00 per concession? in the beginning and still now perhaps $10? per concession so I could see an increase would be in line

I assume what they are bidding on is a increased concession fees for those concessions over and above 3...
