When comparisions between the 2 contries are made, I think the focus is not so much on their respective stages in industrialization but, rather, on the similarities with respect to the relative unsophistication of the political and democratic institutions, on the the absence of a well-established rule-of-law culture, on the utter lack of respect for private property, on the unpredictability of government actions, and so on...
