It really needs a lot of clarification

I like the idea of locals having a stake

but ARU already has this with their locals

the locals even have a board that determines who will be hired next from the village when ARU needs employees

ie they determine who needs the job worst

having a stake in the company doesn't always mean shares or %'s

but if it did, I'd be all ears
