QUITO. - Mining Dialogue will initiate the next week minister of Mines and Petróleos, Chiriboga Gaul, to who it invited to all the companies to elaborate the new law on the matter.

It said that investment foreign is welcome, but before announcement of possible demands international against State, after which the Assembly approved the mandate that reverts 4,474 concessions, clarified that Ecuador is sovereign country that it has right to decide.

The nonestatiza mandate nor confiscates mining concessions, but it regulates the chaos in which the mining sector lived, it limited the Secretary of State.

It explained that to fulfill article 4 of mandate (it establishes that a beneficiary must not have more than three concessions), the Government leaves in freedom the companies, so that they define what areas wish to maintain.
The reverted hectares will be given to the companies, but through aid. The minister yesterday presented/displayed the rough draft of the project on the new law of Mining, that will have to be ready in 180 days at the most.
That legal frame, said, will be elaborated with the participation of small, the medium and great companies, of the citizenship and all the actors who have relation with that economic activity.

The dialogue will initiate the next Monday 28 of the month in course, on the base of the diagnosis made to the sector that already is into the hands of the ministry.
Chiriboga also presented/displayed the executive decree project, by means of which the “national company of Mining” is constituted, as it arranges the mandate.

It will be prevailed by the new law of Public Companies, and in first instance it will take part in the production of cement and inorganic installments.
However the Mining Mandate hard was criticized by the holder of the Camera of the Mining, Caesar Espinoza, having described to him like “ dogmatic, of extreme left and irreflexivo. “Legally ” is a true mamotreto.
