You got that right....the main reason they are taking the concessions away from everyone is 'THAT THEY ARE JUST SITTING ON THEM ' and not doing any work....so the first thing they do is say you have to STOP work on the concessions you do have for half a year ( 180 days)!!

Makes no sense... Politics...Like Hillary and Barrack fighting over who is more liberal and who has done the least in the last five years....
