only three concessions?

the only part of this decree that really concerns me is the statement that a company will only be allowed to keep 3 concessions. currently aru has 38 concessions. is fdn considered one concession by itself, or is the entire pull-apart basin only one concession? can anyone find a definition of the size of a concession? i can't find any descriptions on the company web site.
