Minería: de la protesta a la propuesta

Una vez que el Gobierno y los posibles inversionistas tienen claros los parámetros para las actividades de explotación de los recursos mineros del Ecuador -cuidado ambiental y buena participación económica para el Estado-, ¿se justifica seguir sosteniendo una posición fundamentalista que le impedirá al país beneficiarse racionalmente de un recurso?

El debate es sumamente interesante, pues no solo refleja una postura que puede convertirse en un freno para que el país cuente con recursos económicos indispensables, sino que al mismo tiempo desnuda una visión frente a la vida y al futuro. En efecto, a algunos actores de la vida nacional les resulta difícil pasar de la protesta a la propuesta, es decir de una actitud defensiva, anclada en el pasado, a otra dinámica, en la cual necesariamente se mira al futuro.

En el caso de la minería, la primera actitud -la protesta- se justificó en función de la falta de reglas claras para emprender en una actividad que, mal llevada, puede significar un desastre ambiental, cuyos costos pueden resultar infinitamente superiores al supuesto beneficio.
La segunda -la propuesta- desde luego implica riesgos, pero también implica tomar sobre los hombros una responsabilidad de la cual depende, a su vez, el posible beneficio de millones de ecuatorianos.

La Asamblea decidió dar la amnistía a cientos de personas que estaban detenidas por defender los recursos ambientales, con lo cual dio una señal para hacer un borrón y cuenta nueva frente a una etapa en la cual parece indispensable pasar de la cómoda protesta a la comprometida propuesta.

El Presidente también ha sido claro en decir que no es dable una oposición ciega a la explotación racional de los recursos naturales, incluyendo el petróleo. Las condiciones para un cambio favorable están dadas, pero hay dirigentes que no parecen haber captado el mensaje.
