Agreement in April?

Marla telling us that the agreement may drag into May does two things...
1) It makes her look great when they actually announce the agreement in April.
2) It stops the kids in the back seat from whining "Are we there yet?"
If I were Marla, I'd be working on underpromising and overdelivering.
