Dealing with governments is not something that any company can put a realistic timeline on. They have their own agendas and priorities. They have to respond to political perceptions and expectations. Their revenue is derived from taxes and not the market so they don't have the same financial incentives to make a deal that a company does.

The current manic-depresive personallity of the market does not make it easy but we will have to be patient.

I believe the deal will get done but it may take longer than we have anticipated.
